Emergency & Proposed Rulemaking to Amend the District's Pesticides Regulations
This emergency action is necessary to protect the public further from potential pesticide hazards, in anticipation of the effective date of the Loretta Carter Hanes Pesticide Consumer Notification Amendment Act of 2008 ('Act'), signed by the Mayor on April 14, 2008 (DC Act 17-342;_DCR_). Section 2 of the Act requires DDOE to: (1) establish a uniform statement and format for the sign that is to be posted at the time of an exterior pesticide application (e.g., lawn spraying); and (2) promulgate a list of reduced-risk pesticides and methods of pest control that will be made publicly available and referenced in a mandatory public notification.
District of Columbia's 2008 Ambient Air Monitoring Network Plan
The U.S. Environmental Protection Agency (EPA) revised ambient air monitoring regulations in 2006. The requirements are outlined in 40CFR § 58.10. The revisions are expected to help the EPA, states, tribes and local air quality agencies improve public health protection and better inform the public about air quality in their communities. The monitoring regulation requires the District of Columbia to adopt and to submit to the EPA an annual monitoring network plan which provides for establishing and/or maintaining an air quality surveillance system. The annual monitoring network plan must be made available for public inspection for at least 30 days prior to submission to EPA.

The purpose of these public notices is to solicit comments from the public about proposed work in the District of Columbia. At this time, no decision has been made as to whether or not a permit and water quality certification will be issued. Provide all your comments during the comment period for each project.
